Retirado del servicio exterior activa de mi país, pero al ser su predecesor como Presidente del OSE y sobre la base de mi experiencia en otras responsabilidades en las negociaciones de cambio climático, solicito que renuncie inmediatamente como Presidente del OSE, con el fin de permitir que el progreso en la tarea correspondiente de ese órgano subsidiario de la Conferencia de las Partes en la CMNUCC.
No hay precedentes de la frustración de una importante reunión internacional comparable con el origen en el hecho de no llevar a cabo el trabajo. Me pregunto si tiene idea del costo político de esa frustración. Por supuesto, también hay costos administrativos como consecuencia de su falta de éxito, pero que no van a cobrar por los gastos.
El testimonio de la falta de condiciones que presiden la reunión se registra en el bastidor de la tela para la historia de las negociaciones internacionales. No seréis mal guiados por declaraciones corteses principios de las delegaciones acerca de sus "esfuerzos" inútiles, sino que de prestar seria atención a la recomendación final del Sr. Ian William Fry de Tuvalu, por la Sra. Diana Carolina Barba Patiño de Colombia y en particular del Presidente del Grupo de los 77 y China, que fue respaldada por un aplauso sólida del suelo.
Además, su rendimiento es el peor anuncio de COP19 que se celebrará en su país.

Retired from the active foreign service of my country, but being your

predecessor as Chair of the SBI and on the basis of my experience in other

responsibilities on climate change negotiations, I request you to resign

immediately as Chair of the SBI, in order to allow progress in the relevant

task of that subsidiary body of the Conference of the Parties to the

UNFCCC.

There are no precedents of the frustration of an important international

meeting comparable with the one originated in your failure to conduct the

work. I wonder if you have idea of the political cost of such frustration. Of

course there are also administrative costs as consequence of your lack of

success, but you are not going to be charged for the expenses.

The testimony of your lack of conditions chairing the meeting is recorded in

the web casting for the history of international negotiations. You shall not be

misguided by early polite statements of delegations about your useless

“efforts”, but you shall pay serious attention to the final advice of Mr. Ian

William Fry of Tuvalu, of Ms. Diana Carolina Barba Patiño of Colombia and

particularly of the Chairman of the G77 and China, who was endorsed by a

solid applause from the floor.

In addition, your performance is the worst announcement for COP19 to be

held in your country.
